I do not know why CX does not set up a budget airline to complete with other budget airlines in the area. Many major airlines do so. They include Singapore Airlines (having Scoot) and Emirates (having Flydubai). One of the reasons is that CX is not threatened enough because the HK government does not approve many "outside" budget airlines (eg Jetstar and AirAsia) using HK Airport as an aviation hub.
